The Arazians used to be reliable citizens to the Commonwealth, 300 years ago. But Magog, Nietzschean attacks, and various epidemics have turned Arazia against contact with the outside universe. The planet seems to be in the grip of a crime wave, causing the Arazian government to contract with private penal corporations to ship prisoners off-world. One of the places that prisoners are shipped is Helios IX.
