Although well armed in the interest of their own self-defense, these vessels are crewed primarily by civilian scientists and engineers. Traditionally, the CO of an HRC is also the Chief Scientist and is supported by an Argosy XO who oversees the crew and combat operations. An HRC can be recalled for combat duty, but only in the direst emergencies.
